Have you looked at Xara?
Xara Xtreme is an extremely fast graphics design and photo editing tool that some on this forum may want to consider as an addition to their application arsenal. It is a native vector application with a lot of bitmap capabilities. Plenty of online community support available.

I've enjoyed using the Xara products. I can honestly say I used them daily. My one problem with them is the output cannot be save as php or asp files. Because of this you must be careful how you construct the menus if you plan to rename the .htm file to .php or .asp.

I'm investigating Xsitepro now. I've had a long history of buying various packages like these, I consider it part of my "tool box" since they all have strength

I like Xara as well, my sig is made using Xara, then PSP X2.
Does anybody know how to extrude like that in PSP??
