I have been reading both in PC Photo, and on Shutterbug magazines about a filter called poster edges. Is anything comparable in Paint Shop Pro? It is found under Filter, Artistic, Poster edges in photoshop according to this months PC Photo.

Try this below and see if you get a similar effect, or am I way off base with what you are trying to achieve. You want the edges to appear raised from the rest of the photo, right?
Step 1
Open up an image.
Step 2
Right click the image in the Layers palette and select Duplicate.
Step 3.
Select the duplicated layer. Now go to Effects > Edge Effects > Trace Contour.
Step 4.
With the duplicated layer still selected. Go to Adjust > Blur > Gaussian Blur, and set the Radius to either 1 or 2.
Step 5.
Set the blend mode of the duplicated layer to burn, multiply, or overlay. Lower the opacity to around 55 percent and see what you get.
Here is what I got using the steps above. Is this similar to what your tying to archive?

yeah that looks like it might be close to what they were doing. I will give it a shot.
